New Council Constitutions
The Local Government Act 2000 places a duty on local authorities to consult on the introduction of new political management arrangements. The Act's objective is to reform and modernise local government in England. It provides for new political management arrangements within local authorities allowing for such things as directly elected mayors, cabinet style local government, and written local constitutions. These guidelines are designed to assist in meeting that statutory duty. They explore ways to approach, organise and design consultation in line with the requirements of the Act. They also assist in terms of engaging the public and other stakeholders in a debate and ensuring that consultation is open, transparent and responsive. The final chapter addresses how to assess the results of consultation and how to come to a local judgement as to who should be involved and how the various shades of public and stakeholder opinion might be weighed.
