This CSIS report examines the evolution of European military capabilities over the next decade. It asks two main questions. What military capabilities might European allies and partners of the United States possess by 2030? And what types of military missions will these states be able (and unable) to effectively perform by 2030? First, European militaries—including the largest and most capable European NATO members—will continue to struggle to conduct several types of missions without significant U.S. assistance. Second, European militaries will face significant challenges in the Indo-Pacific. Third, Europe’s major powers will likely have the capability to conduct most types of missions at the lower end of the conflict continuum without significant U.S. military aid. To sustain progress and overcome remaining challenges, NATO will have to revise its burden-sharing metrics, modernize defense planning and procurement practices, and address lagging political will.

This volume follows the intentions of the Clausewitz-Society as described by one of its former presidents: “to view the current tasks of politics and strategy as reflected in the insights of Carl von Clausewitz and thus examine which of the principles and insights formulated by Clausewitz are still important today and are thus endowed with an enduring validity”. The board and the members of the Clausewitz-Society therefore supported the idea to examine how and when the works of Clausewitz have been interpreted in selected countries of our world; further, the goal here has been to analyze the role that Clausewitz’s thought still plays in these countries. The rapid modernization of the Chinese Navy is a well-documented reality of the post-Cold War world. In two decades, the People's Liberation Army Navy has evolved from a backward force composed of obsolete platforms into a reasonably modern fleet whose growth is significantly shaking the naval balance in East Asia. The rationale behind China's contemporary rise at sea remains, however, difficult to grasp and few people have tried to see how the current structure of the international system has shaped Chinese choices. This book makes sense of Chinese priorities in its naval modernization in a 'robust' offensive realist framework. Drawing on Barry Posen's works on sources of military doctrine, it argues that the orientation of Beijing's choices concerning its naval forces can essentially be explained by China's position as a potential regional hegemon. Yves-Heng Lim highlights how a rising state develops naval power to fulfil its security objectives, a theoretical perspective that goes farther than the sole Chinese case.
