The European Conference on Complex Systems, held under the patronage of the Complex Systems Society, is an annual event that has become the leading European conference devoted to complexity science. ECCS'12, its ninth edition, took place in Brussels, during the first week of September 2012. It gathered about 650 scholars representing a wide range of topics relating to complex systems research, with emphasis on interdisciplinary approaches. Modeling of Land-Use and Ecological Dynamics
As cities are rapidly expanding and encroaching into agricultural and natural areas, a question of primary concern is how this expansion affects surrounding agriculture and natural landscapes. Czamanski examines arguments and experiences concerning the divestitute of state-owned enterprises in a variety of political and technological contexts. He also considers restructuring under the Thatcher government in Great Britian, the reforms drafted by Czamanski in Israel, and restructuring in the United States as well as events in Norway, the Pacific Rim, Canada, and the developing countries. In addition, he considers the advantages and disadvantages of privatizing through theoretical discussion and by exploring experiences in various countries.
Land Expropriation in Israel
Historically, Israel's Supreme Court has failed to limit the state's powers of expropriation and to protect private property. This book argues that the Court's land expropriation jurisprudence can only be understood against the political, cultural and institutional context in which it was shaped. Security and economic pressures, the precarious status of the Court in the early years, the pervading ethos of collectivism, the cultural symbolism of public land ownership and the perceived strategic and demographic risks posed by the Israeli Arab population - all contributed to the creation of a harsh and arguably undemocratic land expropriation legal philosophy. This philosophy, the book argues, was applied by the Supreme Court to Arabs and Jews alike from the creation of the state in 1948 and until the 1980s. The book concludes with an analysis of the constitutional change of 1992 and its impact on the legal treatment of property rights under Israeli law.
