INTRODUCTION Brigadier Demetrios Ioannides in the summer of 1974 was the "invisible dictator" of Greece since November 25 1973 when he toppled the leader of the 1st Junta of Greece Colonel Georgios Papadopoulos. His relationship with the President of Cyprus Archbishop Makarios had a reached a critical stage as a result of Makarios objective to expel all Greek military personnel from Cyprus and "cypriotise" the National Guard. The USA aware of the possibility of a direct collision in Cyprus warned Ioannides not to proceed to any military move in Cyprus by sending a telegram on June 29 1974 signed by Sisco, under-secretary of State.
