Hong Kong’s border with Shenzhen is dissolving. By 2047, the border will likely not exist. Integration with the Mainland will remove distinctions created by the "One Country Two Systems" policy. The uncertainty surrounding what will happen has created anxiety relating to law, identity, freedom of speech, and voting rights. Caught in this debate is the Frontier Closed Area, a 1951 undeveloped buffer zone of estuaries, fish farms, forests, villages and military posts. In contrast, Shenzhen, has exploded into a metropolis of 15 million plus. The book explores this unique border ecology. Design strategies inserted within this ecology promote alternate forms of development. The example widens the discourse on borders to raise critical issues that impact the contemporary city.

Burden of Disease from Environmental Noise

The health impacts of environmental noise are a growing concern. At least one million healthy life years are lost every year from traffic-related noise in the western part of Europe. This publication summarizes the evidence on the relationship between environmental noise and health effects, including cardiovascular disease, cognitive impairment, sleep disturbance, tinnitus, and annoyance. For each one, the environmental burden of disease methodology, based on exposure-response relationship, exposure distribution, background prevalence of disease and disability weights of the outcome, is applied to calculate the burden of disease in terms of disability-adjusted life-years. Data are still lacking for the rest of the WHO European Region. This publication provides policy-makers and their advisers with technical support in their quantitative risk assessment of environmental noise. International, national and local authorities can use the procedure for estimating burdens presented here to prioritize and plan environmental and public health policies.

Capital flows are closely monitored, but surprisingly little is known about the stocks of external assets and liabilities held by countries, especially in the developing world. This paper constructs estimates of foreign assets and liabilities and their equity and debt subcomponents for 66 industrial and developing countries for the period 1970-97. It explores the sensitivity of estimates of stock positions to the treatment of valuation effects not captured in balance of payments data. Finally, it characterizes the stylized facts of estimated stocks and asks whether there are trends in net foreign asset positions and differences in debt-equity ratios across countries.

States and localities are beginning to recognize and act on the connection between health and transportation. A growing number of entities have produced a number of resources, guidance documents, and strategic plans on the topic. The TRB National Cooperative Highway Research Program's pre-publication draft of NCHRP Research Report 932: A Research Roadmap for Transportation and Public Health builds upon this body of work to provide a plan for funding research over the next decade that can lead to greater consideration of health issues in transportation contexts. The report includes an Implementation Plan that is outlined in the Health and Transportation Research Roadmap presentation. The 10-year strategic Roadmap will provide a broad overview of highly relevant research needs as well as implementable tools for state DOTs and partners at the intersection of transportation and public health in the United States.
