Grants are key tools that the State Department (State) uses to conduct foreign assistance. In FY 2012, State obligated over $1.6 billion worldwide for around 14,000 grants to individuals and organizations for a variety of purposes, such as fostering cultural exchange and facilitating refugee resettlement. However, recent GAO and Inspectors General reports have identified challenges with State's management of these funds. This report examines (1) the policies and guidance that State has established to administer and oversee grants; and (2) the extent to which the implementation of those policies and guidance provides reasonable assurance that funds are being used as intended.Tables and figures. Discusses the amended Compact of Free Assoc. between the U.S. and the Federated States of Micronesia (FSM). From 1987 through 2003, the FSM received more than $1.5 billion in economic assistance under the original Compact of Free Assoc. with the U.S. In 2003, the U.S. gov¿t. approved an amended compact with the FSM that provides an additional $2.3 billion from 2004 through 2023. The amended compact identifies the additional 20 years of grant assistance as intended to assist the FSM in its efforts to promote the economic advancement and budgetary self-reliance of its people. The President’s Emergency Plan for AIDS Relief (PEPFAR), first authorized in 2003, has supported significant advances in HIV/AIDS prevention, treatment, and care in more than 30 countries. In reauthorizing the program in 2008, Congress directed the Dept. of State’s (State) Office of the U.S. Global AIDS Coordinator (OGAC) to continue to expand the number of people receiving care and treatment through PEPFAR while also making it a major policy goal to help partner countries develop independent, sustainable HIV programs. As a result, PEPFAR began shifting efforts from directly providing treatment services toward support for treatment programs managed by partner countries. This report examined (1) PEPFAR treatment program results and how OGAC measures them; and (2) PEPFAR assistance to improve partner countries’ monitoring and evaluation (M&E) systems. In Jan. 2006, the Sec. of State announced major changes in the U.S. govt.'s process for managing foreign assistance programs. To support State and USAID planning, budgeting, and reporting of foreign assistance under these reforms, State developed two new data info. systems, the Foreign Assistance Coordination and Tracking System (FACTS) and FACTS Info. FACTS is a database used to collect foreign assistance planning and reporting data. FACTS Info is a system used to aggregate, analyze, and report data on U.S. foreign assistance programs. The Millennium Challenge Corp., now in its 4th year of operations, is to provide aid to developing countries that have demonstrated a commitment to ruling justly, encouraging economic freedom, and investing in people. MCC provides assistance to eligible countries through multiyear compact agreements to fund specific programs targeted at reducing poverty and stimulating economic growth.
