The book, Optimism Unveiled, begins with an ode paying tribute to President Abdul Kalam whose dream was to see India shining in every field. ‘Hima’ is a poem to honour the achievements of the great athlete, Hima Das, whose life is a source of inspiration for all. The book has poems of varied tastes. The book ends with the message of freedom in ‘Bihanga’ (The Bird) based on dancer Alokananda Roy’s venture of initiating cultural therapy amongst prisoners by teaching them the art of dance.

This book discusses the evolution of the third tier of the Indian federal system, with a focus on rural local governance (commonly known as Panchayati Raj) against the backdrop of important theoretical and empirical literature on the relevance and effectiveness of service delivery in the decentralized system. It evaluates the quintessence of the functioning of the Panchayati Raj in the past two decades of its existence. This pioneering book also discusses the treatment of the third-tier government in the inter-governmental fiscal transfer framework and the delineation of the unique institution of local self-government in the Northeastern Indian States. In the light of the loosely evolved fiscal relations between three levels of government, it has been observed that local self-governments in the bottom tier have not been truly empowered yet. The book argues in favor of integrating the third-tier government into the Indian federal system and suggests how this could be achieved.

San Chirico examines the worldview and ways of life of these devotees, along with the Catholic priests and nuns who mediate Jesus, Mary, and other members of the Catholic pantheon in a place never associated with Christianity. San Chirico places this movement within the context of the devotional history of Varanasi, the history of Indian Christianity, the rise of low caste and Dalit emancipatory struggles, and the ascendance of Hindu nationalism to demonstrate that religious categories are not nearly as distinct as they often seem.
