Empowerment and Poverty Reduction
This publication offers a framework for the empowerment of people living in poverty throughout the world that concentrates on increasing people's freedom of choice and action to shape their own lives. Based on analysis of practical experiences, the book identifies four key elements to support empowerment: information, inclusion and participation, improved accountability and local organisational capacity. This framework is then applied to five areas of action to improve development effectiveness: provision of basic services, improved local governance, improved national governance, pro-poor market development, and access to justice and legal aid. It also offers twenty 'tools and practices' which concentrate on a wide-range of topics to support the empowerment of the poor.
Measuring Empowerment
Large-scale poverty reduction depends on the effective empowerment of poor people themselves. This publication sets out a conceptual framework that can be used to monitor and evaluate empowerment programmes, based on papers written by practitioners and researchers in a wide variety of fields, including economics and political science, sociology and psychology, anthropology and demography. These papers draw on research and practical experience at different levels, from households to communities to nations and in various regions of the world.

This guidebook describes ways of letting poor people help monitor and evaluate the water and sanitation programs that serve them. It provides simple shortcuts for building community participation and consensus. Decisionmakers will learn the different risks posed by this approach, such as viewing community participation as a panacea. The study describes ways to set reasonable goals without discouraging unexpected progress. It provides a handy framework of key indicators that can be used to monitor progress. These indicators gauge a project's cost, sustainability, and effectiveness. They rate a community's abiltiy to expand services and handle more operating responsibilities. Favela
Janice Perlman wrote the first in-depth account of life in the favelas, a book hailed as one of the most important works in global urban studies in the last 30 years. Now, in Favela, Perlman carries that story forward to the present. Re-interviewing many longtime favela residents whom she had first met in 1969--as well as their children and grandchildren--Perlman offers the only long-term perspective available on the favelados as they struggle for a better life. Perlman discovers that while educational levels have risen, democracy has replaced dictatorship, and material conditions have improved, many residents feel more marginalized than ever. The greatest change is the explosion of drug and arms trade and the high incidence of fatal violence that has resulted. Yet the greatest challenge of all is job creation--decent work for decent pay. If unemployment and under-paid employment are not addressed, she argues, all other efforts will fail to resolve the fundamental issues. Foreign Affairs praises Perlman for writing "with compassion, artistry, and intelligence, using stirring personal stories to illustrate larger points substantiated with statistical analysis."
The Participant
Participation is everywhere today. It has been formalized, measured, standardized, scaled up, network-enabled, and sent around the world. Platforms, algorithms, and software offer to make participation easier, but new technologies have had the opposite effect. We find ourselves suspicious of how participation extracts our data or monetizes our emotions, and the more procedural participation becomes, the more it seems to recede from our grasp. In this book, Christopher M. Kelty traces four stories of participation across the twentieth century, showing how they are part of a much longer-term problem in relation to the individual and collective experience of representative democracy. Kelty argues that in the last century or so, the power of participation has dwindled; over time, it has been formatted in ways that cramp and dwarf it, even as the drive to participate has spread to nearly every kind of human endeavor, all around the world. The Participant is a historical ethnography of the concept of participation, investigating how the concept has evolved into the form it takes today. It is a book that asks, “Why do we participate?” And sometimes, “Why do we refuse?”

Crying Out for Change
A multi-country research initiative to understand poverty from the eyes of the poor, the Voices of the Poor project was undertaken to inform the World Bank's activities and the upcoming World Development Report 2000/01. The research findings are being published in three books: "Can Anyone Hear Us?" gathers the voices of over 40,000 poor women and men in 50 countries from the World Bank's participatory poverty assessments (Deepa Narayan, Raj Patel, Kai Schafft, Anne Rademacher, and Sarah Koch-Schulte, authors). Gender, UN Peacebuilding, and the Politics of Space
The United Nations Peacebuilding Commission (UNPBC) was established in December 2005 to develop outlines of best practice in post-conflict reconstruction, and to secure the political and material resources necessary to assist states in transition from conflict to peacetime.
