Global Responsibility - Local Agenda
In various African countries, governments are forced to accept and/or establish decentral structures in order to facilitate ways in which the poor sections of their population might gain influence on and access to development resources. Yet, there is confusion about the role and functioning of such decentral structures as well as about sustainable political approaches to the top down transfer of government power in the context of local agendas. The book highlights major aspects of the legitimacy of local power as presented by modern self-government structures as well as traditional communal authorities. Although the main focus is placed on Southern Africa (Namibia, South Africa, Botswana), examples from other regions (Ghana, Democratic Republic of the Congo) are also put into perspective. Sharing Poetic Expressions
A world ever more extensively interlinked is calling out for serving human interests broader and more compelling than those inspiring our technological welfare. The interface between cultures – at the moment especially between the Occident and Islam – presents challenges to mutual understandings and calls for restoring the resources of our human beings forgotten in the struggle of competition and rivalry at the vital spheres of existence. In the evolutionary progress of the living beings the strictly vital concerns, emotions, attributes become sublimed and elevated to the spiritual sphere at which human beings encounter each other and share. Studies presented here bring forth sublimity, generosity, forgiveness, beauty, and are exalting the quest after ciphers and symbols which lead to our sharing the common deepest stream of fraternal reality.
Reason, Spirit and the Sacral in the New Enlightenment
Rationality in its various expressions and innumerable applications sustains understanding and our sense of reality. It is traditionally differentiated according to its sources in the soul: in consciousness, in reason, in experience, and in elevation. Such a functional approach, however, leaves us searching for the common foundation harmonizing these rationalities. The perennial quest to resolve the aporias of rationality is finding in contemporary science’s focus on origins, on the generative roots of reality, tantalizing hints as to how this may be accomplished. This project is enhanced by the wave of recent phenomenology/ontopoiesis of life, which reveals the workings of the logos at the root of beingness and all rationality, whereby we gaze upon the prospect of a New Enlightenment. In the rays of this vision the revival of the intuitions of classical Islamic metaphysics, particularly intuition of the continuity of beingness in the gradations of life, receive fresh confirmation.

« Capitale et patrimoine » : si l’association des deux termes pourra paraître aller de soi après la lecture de cet ouvrage, elle n’avait à priori rien d’évident. Elle n’est pas pour autant le produit du télescopage fortuit de termes jusque-là abordés séparément, le patrimoine d’un côté, la capitale de l’autre. Elle ne procède pas davantage, si l’on veut se situer dans la perspective épistémologique qu’elle ouvre, de la volonté d’identifier et d’explorer les zones où se superposent trois champs de recherche : le patrimoine et, corollaire de la question capitulaire, la ville et la politique. Si au final, c’est bien en partie à cette triple inscription que l’on aboutit, l’on ne peut néanmoins s’en réclamer comme d’un point de départ. Plus subtilement, la problématique de cet ouvrage résulte du dialogue de recherches en cours sur le patrimoine qui, d’une manière ou d’une autre avaient déjà à voir avec des villes capitales : Québec, Montréal, Tunis.
