Despite African consumers under-consuming nutrient dense fruits and vegetables (FV) and animal products (AP), and the farm production and supply chains of these products are fraught with constraints that keep them from operating optimally, we find abundant recent evidence of dynamism in these sectors. To wit: (1) consumption of these products in levels and shares is already substantial and growing rapidly; (2) supply of these products is growing rapidly, just not yet much faster than population growth; (3) supply growth is manifested in a number of countries by dynamic “meso booms” with diffusion of farming and growth in midstream ("Hidden Middle") value chain segments; these booms are “grass roots” driven, without subsidy or management by government or NGOs or large companies. We reviewed recent survey-based evidence of these booms and discussed the drivers. The policy implications are the need for governments to invest in the conditions we found to be enabling these booms, that is, roads and wholesale markets and electrification and other infrastructure hard and soft.

Livelihoods are changing rapidly in rural areas. Measuring and categorizing peoples’ labor activities in relation to the agricultural sector is important for understanding income earning opportunities and designing effective policy. Conventional data collection methods ask about individuals’ main work activities over the past year. Descriptions are recorded in the field, postcoded, and eventually categorized. This open access book is the result of an expert panel convened by the Cornell Atkinson Center for Sustainability and Nature Sustainability. The panel tackled the seventeen UN Sustainable Development Goals (SDGs) for 2030 head-on, with respect to the global systems that produce and distribute food. The panel’s rigorous synthesis and analysis of existing research leads compellingly to multiple actionable recommendations that, if adopted, would simultaneously lead to healthy and nutritious diets, equitable and inclusive value chains, resilience to shocks and stressors, and climate and environmental sustainability.
Accurate understanding of peoples’ livelihoods activities is needed to inform effective policy. Existing evidence relies heavily on studies that use designated respondents to provide information about their household members, imposing significant costs on these respondents along with possible distortions in the data. In rural Ghana, we randomize the order that household members are asked about and estimate that response fatigue leads to undercounting of labor activities by 8% on average. Women are twice as impacted as men while youth are four times as impacted as older adults, distorting both within-household and population wide comparisons. These biases result from women and youth being listed systematically later in rosters and stronger effects of fatigue for them, conditional on roster position. The implications of our results extend to other topics of enquiry as well, wherever similar repetitive survey structures are deployed, such as birth records, plot-level inputs, and household consumption and expenditures.
This background paper to The State of Food Security and Nutrition in the World 2023 analyses a key element of agrifood systems transformation: the change of patterns in food supply and demand. Food Systems for an Urbanizing World is a joint report prepared by the World Bank and FAO. It aims to stimulate discussion and suggest pathways to support local and national governments, and civil society and private sector actors in their efforts to improve the performance and capacity of food systems. The report describes the diversity and ever-changing nature of food systems, with interlinked traditional, modern and informal channels that respond to different market segments and different consumer preferences. It also underscores the importance of targeting support to the type of city and food system. The task is not an easy one. Data are weak and empirical analysis is weaker. As cities’ engagement in urban food issues is relatively new, the institutions, governance mechanisms and capacities needed for effective design, implementation and delivery of this agenda must be strengthened. Finding effective ways to prioritize, mobilize and coordinate contributions from multiple sectors will be essential for achieving food system goals.
