Masters of Terror

The terror campaign by pro-Indonesian armed groups before, during, and after East Timor's independence referendum in 1999 was a blatant challenge to the international community as many of the acts of murder, political intimidation, destruction, and mass deportation took place before the eyes of the world. Yet still the ultimate responsibility has been denied and obscured. Masters of Terror provides an authoritative analysis and documentation of the brutal operations carried out by the Indonesian army and its East Timorese allies. The authors carefully assemble detailed accounts of the actions of the major Indonesian officers and East Timorese militia commanders accused of gross human rights violations. This indispensable work explores a horrific frontal attack on democracy and calls for the establishment of an international tribunal for crimes against humanity in East Timor.

Drawing on extensive ethnographic fieldwork, this study explores the ideas of belonging and citizenship among former pro-autonomy East Timorese who have elected to settle indefinitely in West Timor. The study follows different East Timorese groups and examines various ways they construct and negotiate their socio-political identities following the violent and destructive separation from their homeland. The East Timorese might have had Indonesia as their destination when they left the eastern half of the island in the aftermath of the referendum, but they have not relinquished their cultural identities as East Timorese. The study highlights the significance of the notions of origin, ancestry and alliance in our understanding of East Timorese place-making and belonging to a particular locality. Another feature of belonging that informs East Timorese identity is their narrative of sacrifice to maintain connections with their homeland and move on with their lives in Indonesia. These sacrificial narratives elaborate an East Timorese spirit of struggle and resilience, a feature further exemplified in the transformation of their political activities within the Indonesian political system.

This book highlights how, and why, torture is such a compelling tool for states and other powerful actors. While torture has a short-term use value for perpetrators, it also creates a devastating legacy for victims, their families and communities. In exposing such repercussions, this book addresses the questions ‘What might torture victims need to move forward from their violation?’ and ‘How can official responses provide truth or justice for torture victims?’ Building on observations, documentary analysis and over seventy interviews with both torture victims and transitional justice workers this book explores how torture was used, suffered and resisted in Timor-Leste. The author inv...
