In Search of Empire

Elusive Empire is the first full account of how during 1670 and 1730 French settlers came to the Americas. It examines how they and thousands of African slaves together with Amerindians constructed settlements and produced and traded commodities for export. Bringing together much new evidence, the author explores how the newly constructed societies and new economies, without precedent in France, interacted with the growing international violence in the Atlantic world in order to present a fresh perspective of the multifarious French colonizing experience in the Americas.

This volume explores French partisan warfare in the Spanish Netherlands during the Dutch War (1672-78). It considers such practices as contributions, fire-raids, and blockades before sieges. The author relies extensively on archival sources, and in many cases explores events that have been passed over by similar studies. Louis XIV and his generals used partisan warfare to fit a strategy of exhaustion to ensure territorial conquest. The French army's reliance on partisan warfare reveals the limitations of the war-making potential of Louis XIV's state; at the same time it leads to the emergence of a more modern practice of military operations to pursue theater-strategic objectives.

The two pieces of work which make up this volume were compiled by Pepys in the 1660s. The first is Pepys's own record of how the Navy Board functioned. It records details of meetings with fellow officers such as Sir William Penn and Sir John Mennes, and how work could be hampered at times by the refusal of an officer to sign a contract or bill as he had not been present at the original discussions. The Navy White Book gives the discussions which took place over a variety of matters, such as, contracts with Sir William Warren, a timber merchant; costs and quality of masts and canvas. The Brooke House Papers deal with the inquiry set up by the House of Commons into the conduct of the Second Du...
