Decentralization and Governance Capacity

It is widely assumed that the relationship between governance capacity and decentralization determines the success in governance, but how does this relationship function is largely contested. Does decentralization lead to an improvement in governance capacities, or are certain capacities preconditioned in order for decentralization to lead better governance? Relying on an empirical study of Turkish provincial municipalities, the book argues success in decentralization is strongly influenced by the socioeconomic conditions in the province and to a lesser extent by the local government’s capacity. The book provides a novel approach to capacity building practices and decentralization reforms by suggesting that the relationship between decentralization and governance capacity should be addressed not only on the organizational but also on the developmental level. In this way, the book proposes asymmetrical decentralization according to socio-economic development at subnational level for better governance outcomes.

Corporatisation in Local Government

This book provides a comprehensive comparison of municipally owned corporations in Europe. Municipal corporatisation is the act of delivering public services at arm’s length from local government through municipally owned corporations. Although it has become an increasing trend in recent years, we still know little about cross-country differences in what these municipally owned corporations look like, what legislation applies to them, and how they are governed. This book seeks to fill this gap. Each chapter outlines the legal provisions that enable or hinder the formation of municipally owned corporations in a particular country, the trends around corporatisation, and the structure of the corporations that exist. Going beyond the national context, the book provides an overview of what unites countries in terms of the trend towards municipally owned corporations, and what differentiates them. It offers a critical comparison that will make finding regional and global trends easier for researchers, and will help practitioners to better understand the differences between countries to allow for greater collaborative policy learning.

Public Sector Reforms in Developing Countries

The underpinning assumption of public management in the developing world as a process of planned change is increasingly being recognized as unrealistic. In reality, the practice of development management is characterized by processes of mutual adjustment among individuals, agencies, and interest groups that can constrain behaviour, as well as provide incentives for collaborative action. Paradoxes inevitably emerge in policy network practice and design. The ability to manage government departments and operations has become less important than the ability to navigate the complex world of interconnected policy implementation processes. Public sector reform policies and programmes, as a conseque...

Feminist Encounters in Statebuilding

Feminist Encounters in Statebuilding

This volume provides one of the first comprehensive feminist readings of international statebuilding, with a specific focus on the case of Kosovo. Rather than simply showing how the state in Kosovo is being built by and through women and feminist encounters, this volume is interested to problematise women and feminist subjectivities vis-à-vis the state and statebuilding. The book challenges three main arguments related to the processes and subjects of statebuilding in Kosovo. First, the academic literature on Kosovo has a tendency to take the international intervention of 1999 as the originary point of statebuilding processes in Kosovo. Second, and relatedly, given Kosovo's unprecedented ex...

Whether the source is more industry-based or academic research, there certainly appears to be a growing interest in the field of cryptocurrency. The New York Times had a cover story on March 24, 2022, titled "Time to Enter the Crypto Zone?," and they talked about institutional investors pouring billions into digital tokens, salaries being taken in Bitcoins, and even Bitcoin ATMs in grocery stores. Certainly, there have been ups and downs in crypto, but it has a kind of alluring presence that tempts one to include crypto as part of one’s portfolio. Those who are "prime crypto-curious" investors are usually familiar with the tech/pop culture and feel they want to diversify a bit in this fast...

Insight Turkey / Spring 2022: Rethinking Environmental Security in Türkiye and Beyond

One significant element is dragging the world community toward the necessity of going beyond national borders and interests to work together in the face of the new challenges that it poses: the environment and its security. Today the biggest and maybe the most neglected threat to humanity, in many pundits’ eyes, is global warming. The implications of subsequent climate change will have far-reaching impacts in all regions of the world, but they require special attention in industrialized countries that have compounded the consequences for the rest of the world, which is classified as developing or undeveloped. The challenge, on the other hand, does not acknowledge differences and thus requi...
