Logo após a declaração oficial da pandemia, os mais diversos entes governamentais buscaram a adoção de medidas que fossem capazes de conter os avanços da doença. Um órgão que teve importante atuação neste sentido foi o Conselho Nacional de Justiça (CNJ), que imediatamente emitiu uma recomendação para o enfrentamento à Covid-19 nos espaços de privação de liberdade.
