The Brazilian Symposium on Artificial Intelligence (SBIA) has been organized by the Interest Group on Artificial Intelligence of the Brazilian Computer Society (SBC) since 1984. When in October 1996 in Cholula (Puebla, Mexico), I took charge of organizing the scienti?c program of the next Ibero-American Congress on Arti?cial Intel- gence (IBERAMIA 98) I bet on a couple of ideas. First, I adopted the spirit of the Portuguese adventurers to get the Sixth Congress on a truly international track. In order to attain this aim I needed to convince everybody that the Ibero- American AI community had improved over the years and attained a very good level in what concerns individuals. The series of ISCIS (International Symposium on Computer and Information Sciences) symposia have been held each year since 1986, mostly in Turkey and occasionally abroad. It is the main computer science and engineering meeting organized by Turkish academics and was founded by Erol Gelenbe. Each year ISCIS attracts a signi?cant number of international participants from all over the world. Dynamic fuzzy problem are problems that are universally focused by academies. Mathematicians and cybernetic experts have used fuzzy logic to developed theories and solve static problems in so called subjective and objective worlds. This book includes 12 chapters.
