The thirty-first session of the General Fisheries Commission for the Mediterranean (GFCM) reviewed the intersessional activities of its Scientific Advisory Committee (SAC) and its Committee on Aquaculture (CAQ) and held the first session of its Compliance Committee. Based on advice from SAC and proposals by Members, the GFCM adopted: three Resolutions, including two related to the GFCM statistical framework and one on the use of the 40 mm square mesh size in the codend of trawlnets. The IUCN Academy of Environmental Law Research Studies' third colloquium brought together more than 130 experts from 27 nations on nearly every continent. This book brings together a number of papers presented there and offers a global perspective on biodiversity conservation and the maintenance of sustainable cultures.
The meeting was organized as a result of a process, comprising an external evaluation of the Committee on Aquaculture (CAQ) and its Networks, in 2004, and the endorsement by the General Fisheries Commission for the Mediterranean (GFCM) at its thirtieth session (January 2006) of a meeting of experts to identify the needs for a GFCM subsidiary body of CAQ which would deal with the socio-economic and technical aspects of aquaculture in the Mediterranean. The experts defined the terms of reference, priorities and modus operandi of such a subsidiary body.
The Committee expressed concern about the level of fishing capacity which was higher than prior to the 2004 tsunami in some of the areas affected by the disaster and recognized that it called for the design and implementation of sustainable and effective fisheries management arrangements that included a gradually phasing out fishing overcapacity, monitoring, access and livelihood considerations. The Committee reaffirmed its trust in FAO to play a coordinating role in advancing the global aquaculture agenda and highlighted the importance of addressing socio-economic impacts of aquaculture and other issues, such as improving planning and policy development at national and regional levels. The Committee agreed to give greater attention to small-scale fisheries and welcomed the convening of a broad-based international conference focusing specifically on small-scale fisheries.
Over the past decade, there has been growing concern among international stakeholders, particularly in Mediterranean countries, about aquaculture product quality, knowledge management, interaction with the environment, technology and systems, fish health and welfare, management of biological lifecycles and sustainable feed production within the aquaculture sector. This publication is a result of a constructive debate among stakeholders. It focuses on codes of conduct and better aquaculture practices, bases for certification schemes, types of certification schemes, and the ways to certify sustainability.
