The manual is designed for use by public agencies (federal, state and local), public and private utilities, and private investors. It focuses upon the concepts, technology, and economic and financial issues unique to small hydropower additions. This paper discusses issues related to engineering and economic considerations in planning small hydropower additions, presents an overview of significant findings of the investigation to data, and provides a status report on manual preparation.
