El libro propone un modelo de gestión de las TIC para potencializar la trasformación de Santa Marta (Colombia) en una ciudad inteligente. Esta propuesta se estructura en tres niveles de gestión de las TIC: el estratégico, el táctico y el operativo, los cuales se relacionan con la madurez, la inteligencia y la tecnología de la ciudad, respectivamente. El modelo se basa en las buenas prácticas y las normas internacionales sobre las TIC y las teorías reconocidas en la materia, y fue elaborado a partir de un instrumento diseñado para cuantificar los indicadores de las dimensiones de dos variables de investigación: gestión de las TIC y ciudad inteligente. Al aplicarla a los órganos de gobierno y analizar las respuestas, esta herramienta permitió describir cuantitativa y cualitativamente las variables de investigación y la relación entre estas, así como encontrar fortalezas y debilidades para hacer las recomendaciones con miras a mejorar el estado tecnológico de la ciudad, generar servicios que aumenten el grado de inteligencia de esta y delinear sus estrategias en TIC.
