Contributions to this book draw on multiple streams of institutional and evolutionary economics and help build an approach to environmental policy that radically diverges from mainstream prescriptions. No 'silver bullet' solutions emerge from the analyses. Even market-based tools – such as green taxes or tradable pollution permits – are bound to fail if they are not incorporated into an integrated, multi-dimensional and multi-actor policy for structural change.

Institutions and technologies - and not only markets - are at the heart of a systemic and dynamic analysis of those structural changes which are needed to create a sustainable economy. Actors for change - and their ability to influence politics and policy - are explicitly taken into consideration. These issues are analyzed from different viewpoints by contributors to the book: some focus on behavior and institutions, others analyze the interaction of economic and technological dynamics; some provide sectoral case studies and others have the ambition to provide the reader with an overall picture. But all authors view environmental policy as a combination of actions that can trigger - and make viable - those structural changes which are needed to reach sustainability.
Although it is recognised that Thomas Robert Malthus was wrong when he posited a contradiction between population increase and agricultural growth, there are increasing signs that he could be proved right in the future. Perhaps Malthus was too late and too early in his prediction? He was too late, because he did not foresee the shift from land-based resources to fossil fuels, outing an end to the limits of agricultural growth, at least temporarily; and he was too early to witness that fossil fuels would come up against their own limits in terms of supply as well as in terms of global warming. This study deals with land-based resources and the role they play in the global socio-ecological metabolic regime, both now and in the future. In particular, the controversial use of agrofuels as a solution to coming scarcity is subjected to close scrutiny.
This book was written for anyone wishing to understand how sustainable scenarios emerge from current innovations. It complements current sustainability transition research by providing a “socio-technical map,” an analytical and operational tool that can be used to explain the current positioning of innovators and their networks; to form alternative transition pathways and scenarios; and to design policies for a sustainability transition. Drawing on multiple disciplinary approaches to the study of “green” innovations and focusing specifically on operational directives, it examines and assesses multiple transition pathways (and supporting networks). Lastly, it presents three sectorial case studies (urban mobility, agri-food, and lighting) to demonstrate how the “socio-technical map” can be concretely put into practice.
