Strategy, Security, and Spies
Faced with the possibility of being drawn into a war on several fronts, the United States sought to win Mexican support for a new strategy of Hemispheric Security, based on defense collaboration by governments throughout the Americas. U.S. leaders were concerned that Mexico might become a base for enemy operations, a scenario that, given the presence of pro-Axis lobbies in Mexico and the rumored fraternization between Mexico and Germany in World War I, seemed far from implausible in 1939&–41. Strategy, Security, and Spies tells the fascinating story of U.S. relations with Mexico during the war years, involving everything from spies and internal bureaucratic struggles in both countries to all sorts of diplomatic maneuverings. Although its focus is on the interactions of the two countries, relative to the threat posed by the Axis powers, a valuable feature of the study is to show how Mexico itself evolved politically in crucial ways during this period, always trying to maintain the delicate balance between the divisive force of Mexican nationalism and the countervailing force of economic dependency and security self-interest.

This book constitutes the refereed proceedings of the 21st European Symposium on Programming, ESOP 2012, held in Tallinn, Estonia, as part of ETAPS 2012, in March/April 2012. The 28 full papers, presented together with one full length invited talk, were carefully reviewed and selected from 92 submissions. Papers were invited on all aspects of programming language research, including: programming paradigms and styles, methods and tools to write and specify programs and languages, methods and tools for reasoning about programs, methods and tools for implementation, and concurrency and distribution.

Programming Languages and Systems
This volume contains the 28 papers presented at ESOP 2004, the 13th European Symposium on Programming, which took place in Barcelona, Spain, March 29– 31, 2004. The ESOP series began in 1986 with the goal of bridging the gap between theory and practice, and the conferences continue to be devoted to explaining fundamental issues in the speci?cation, analysis, and implementation of programming languages and systems. The volume begins with a summary of an invited contribution by Peter O’Hearn,titledResources,ConcurrencyandLocalReasoning,andcontinueswith the 27 papers selected by the Program Committee from 118 submissions. Each submission was reviewed by at least three referees, and papers were selected during a ten-day electronic discussion phase. I would like to sincerely thank the members of the Program Committee, as well as their subreferees, for their diligent work; Torben Amtoft, for helping me collect the papers for the proceedings; and Tiziana Margaria, Bernhard Ste?en, and their colleagues at MetaFrame, for the use of their conference management software.
