O Imposto Territorial Rural é um tributo que incide sobre o direito de propriedade imobiliária localizada na zona rural do Município, cuja competência tributária para a instituição é da União Federal. Ao seu caráter fiscal, é somado o extrafiscal, tendo em vista que deve atender à função social da propriedade, ao incentivar o contribuinte a mantê-la produtiva, através da tributação. Tal imposto, portanto, não serve apenas à arrecadação para o fim de abastecimento dos cofres públicos. Apresenta progressividade de alíquotas a onerar mais pesadamente o contribuinte que mantém a propriedade improdutiva, não cumprindo a sua função social. Neste cerne, o imposto em tela é da maior relevância, principalmente num país tão extenso como o Brasil, com uma vastidão de zonas rurais, se comparado à maioria dos demais.
Integrated approaches to health
One Health addresses health challenges arising from the intertwined spheres of humans, animals and ecosystems.
