Es un esfuerzo de visibilización de los trabajos adelantados por profesionales y académicos en temas, áreas y abordajes que representan la diversidad y paradójicamente la "universalidad" de encuentros, desencuentros, aciertos y desaciertos de configuran un campo disciplinar y profesional cuya historia en América Latina en particular es de alrededor de un siglo. Se intentó mapear la historia reciente de la RIPOT representada en las cinco versiones de sus encuentros en la forma de congresos, y simultáneamente presentar el acto fundante y una breve reseña de una red que crece, se consolida y presenta desarrollos importantes para pensar y actuar el campo de la POT en América Latina con un apoyo importante de lo que se conoce de forma ampliada como Iberoamérica.

Borrowing Costs and The Role of Multilateral Development Banks: Evidence from Cross-Border Syndicated Bank Lending
Cross-border bank lending is a growing source of external finance in developing countries and could play a key role for infrastructure financing. This paper looks at the role of multilateral development banks (MDBs) on the terms of syndicated loan deals, focusing on loan pricing. The results show that MDBs' participation is associated with higher borrowing costs and longer maturities---signaling a greater willingness to finance high risk projects which may not be financed by the private sector---but it is also associated with lower spreads for riskier borrowers. Overall, our findings suggest that MDBs could crowd in private investment in developing countries through risk mitigation.

While the number of vector-borne diseases and their incidence in Europe is much less than in tropical and/or developing countries, there are nevertheless a substantial number of such infections in Europe. The most important one is the zoonotic arbovirus infection Tick-Borne Encephalitis (TBE), a virus transmitted to humans by ticks or by consumption of unpasteurized dairy products from infected cows, goats, or sheep. TBE is endemic in the non-tropical Eurasian forest belt with most cases occurring in Russia and in central and eastern parts of Europe.
