This book constitutes the refereed proceedings of the 16th International Conference on Analytical and Stochastic Modeling Techniques and Applications, ASMTA 2009, held in Madrid, Spain, in June 2009 in conjunction with ECMS 2009, the 23nd European Conference on Modeling and Simulation. This volume contains the technical papers presented in the workshops, PhD Symposium and EU Projects Track which took place at the 8th European Conference on Service-Oriented and Cloud Computing, ESOCC 2020, held in Heraklion, Crete, Greece, in September 2020: 1st International Workshop on Edge Adoption and Migration, EdgeWays 2020, 16th International Workshop on Engineering Service-Oriented Applications and Cloud Services, WESOACS 2020, ESOCC 2020 PhD Symposium, ESOCC 2020 EU Projects Track. Due to the COVID-19 pandemic the conference and workshops were held in a virtual format. The 17 full papers and 2 short papers were reviewed and selected from 22 submissions. This volume contains the proceedings of the 16th EAI International Conference on Performance Evaluation Methodologies and Tools, VALUETOOLS 2023, which took place in Heraklion, Crete during September 6-7, 2023. The conference brought together researchers, developers, and practitioners from around the world and from different communities including computer science, networks and telecommunications, operations research, optimization, control theory, and manufacturing. The 27 members of the International Program Committee (PC) helped to provide at least 3 reviews for each of the 30 submitted contributions. Based on the reviews and PC discussions, 11 high-quality papers (9 research papers, 1 tool paper, and 1 work-in-progress paper) were accepted to be presented during the conference.
