Small Property Versus Big Government

Tax reformers, take note. Clarence Lo's investigation of California's Proposition 13 and other tax reduction bills is both a tribute and a warning to people who get "mad as hell" and try to do something about being pushed around by government. Homeowners in California, faced with impossible property tax bills in the 1970s, got mad and pushed back, starting an avalanche that swept tax limitation measures into state after state. What we learn is that, although the property tax was slashed, two-thirds of the benefits went to business owners rather than homeowners. How did a crusade launched by homeowning consumers seeking tax relief end up as a pro-business, supply-side political program? To tr...

National planning policy framework 2012

The National Planning Policy Framework 2012 sets out the Government's planning policies for England in achieving sustainable development and how these are expected to be applied. It sets out the requirements for the planning system only to the extent that it is relevant, proportionate and necessary to do so. It provides a framework within which local people and their accountable councils can produce their own distinctive local and neighbourhood plans, which reflect the needs and priorities of their communities. This Framework does not contain specific policies for nationally significant projects for which particular considerations apply. Divided into thirteen chapters, with three annexes, it looks at the following areas, including: building a competitive economy; ensuring town centre vitality; supporting a high quality communications infrastructure; delivering high quality homes; protecting the Green Belt; meeting the challenges of climate change, flooding and coastal change; conserving the natural and historic environments and facilitating the sustainable use of minerals.

Gowers Review of Intellectual Property

This report examines the importance of intellectual property (IP), ranging from patents, copyright, design and trade marks, and whether in the age of globalization, digitization and increasing economic specialization it still creates incentives for innovation, without unduly limiting access to consumers and stifling further innovation. The report does recommend a radical overhaul of the system, with the review concentrating on three areas, and setting out the following recommendations: (i) strengthening enforcement of IP rights, whether through clamping down on piracy or trade in counterfeit goods; (ii) reducing costs of registering and litigating IP rights for businesses large and small; (iii) improving the balance and flexibility of IP rights to allow individuals, businesses and institutions to use content in ways consistent with the digital age.
