Assim, encontramos nessa coletânea um muito bem desenhado vínculo do analista de política, quando se entende de modo implícito e de modo explícito, a noção de que a política pública e também a política educacional é o Estado em ação. Esta ideia emerge a todo o momento de modo recorrente explicitando os vínculos que há entre Estado e Sociedade fundamentalmente quando o conceito de governo atravessa estas inter-relações. Se não houvesse outras, essas razões já seriam demasiado suficientes para nos debruçarmos com atenção a todos os capítulos que compõem a presente obra coletiva.
