This new edition incorporates revised guidance from H.M Treasury which is designed to promote efficient policy development and resource allocation across government through the use of a thorough, long-term and analytically robust approach to the appraisal and evaluation of public service projects before significant funds are committed. It is the first edition to have been aided by a consultation process in order to ensure the guidance is clearer and more closely tailored to suit the needs of users.

In this paper the Government announces an increase in capital spending plans by £3 billion a year, from 2015, which means an additional £18 billion of investment over the next parliament. The Government is taking a long-term approach to infrastructure, to overcome decades of short-term decision making and uncertainty in funding, financing and failures in delivery. Plans include over £70 billion of investment in transport, over £20 billion in schools and £10 billion in science, housing and flood defences. Specific commitments include funding for HS2, the biggest programme of investment in roads since the 1970s, and superfast broadband provision will be expanded so 95 per cent of UK premises will have access to superfast broadband by 2017.Action is being taken to provide the support needed to enable up to £100 billion of private sector energy investment, including through the further roll-out and extension of the UK guarantees scheme. Lessons on successful project delivery will be learnt from the Olympics and similar examples.
This supporting document to Budget 2011 (HC 836, ISBN 9780102971033) sets out the Government's plan for sustainable, long-term economic growth for the UK economy. It sets out four ambitions that underpin this objective, these are: to create the most competitive tax system in the G20; to make the UK one of the best places in Europe to start, finance and grow a business; to encourage investment and exports as a route to a more balanced economy and to create a more educated workforce that is the most flexible in Europe. Growth review measures outlined in Chapter 2 cover these priority areas: planning; regulation; trade and inward investment; access to finance; competition; corporate governance; low carbon. The first phase of the review also examined eight sectors of the economy to remove the barriers to growth that affect them: advanced manufacturing; healthcare and life sciences; digital and creative industries; professional and business services; retail; construction; space; tourism.

"On 23 June 2016, the British people will make the most important decision for a generation - whether the United Kingdom (UK) should remain a member of the European Union (EU). This document provides rigorous and objective economic analysis of the long-term impact of remaining a member of the EU compared to the alternatives. The HM Treasury analysis uses a widely adopted gravity modelling approach, which distinguishes the specific effect of EU membership and the alternatives from all the other influences that determine trade and foreign direct investment (FDI). The consequences for productivity and Gross Domestic Product (GDP) are then estimated based on the most relevant external evidence on the impact of trade and HM Treasury modelling of FDI. Through a range of realistic assumptions, many of them cautious, the HM Treasury analysis produces robust estimates, which are within the range of external studies."--Executive summary.

Based on the findings of a commission chaired by James Mirrlees, this volume presents a coherent picture of tax reform whose aim is to identify the characteristics of a good tax system for any open developed economy, assess the extent to which the UK tax system conforms to these ideals, and recommend how it might be reformed in that direction.
The Office for Budget Responsibility was established to provide independent and authoritative analysis of the UK's public finances. Part of this role includes producing the official economic and fiscal forecasts. This report sets out forecasts for the period to 2015-16. The report also assesses whether the Government is on course to meet the medium-term fiscal objectives and presents preliminary observations on the long-run sustainability of the public finances. Since the June forecast, the UK economy has recovered more strongly than initially expected. The GDP growth was greater than expected in both the 2nd and 3rd quarters, but that unemployment levels have risen to levels that the June forecast did not anticipate until the middle of 2012. In general the world economy has also grown more strongly. CPI inflation has remained slightly higher than expected in June, whilst public finances have performed as forecast. The interest rates on UK debt are lower than in June. The OBR forecasts that the economy will continue to recover from the recession, but at a slower pace than the recoveries of the 1970s, 1980s and 1990s.
