Voting Eligibility (prisoners) Draft Bill
The European Court of Human Rights has described the UK's current blanket ban on prisoner voting as 'general, automatic and indiscriminate' and found it to be in breach of article 3 of protocol 1 of the European Convention on Human Rights. The ECHR requires the UK to bring forward legislative proposals to amend our current legislation to be compliant with the Convention. The Government is putting forward three options to a Committee of both Houses for full Parliamentary scrutiny. The three options are: a ban for prisoners sentenced to 4 years or more; a ban for prisoners sentenced to more than 6 months; a continued ban for all convicted prisoners. When the Joint Committee has finished its scrutiny the Government will reflect on its recommendations it will continue the legislative process by introducing a Bill.

Following on from a Green Paper (Cm. 7170, ISBN 9780101717021) published in July 2007, this consultation document discusses ways of making the executive branch of government more accountable, focusing on two areas: the power to enter into international obligations (treaties) and the power to engage the country in war. Although these are two of the most important powers a government can wield, there is no legal requirement for the House of Commons to have any particular role in these decisions, with the executive traditionally deriving its powers from the ancient prerogatives of the Crown. This consultation paper considers how the role of Parliament can be strengthened in the conduct of diplomacy and armed conflict, whilst balancing this against the need for government to take swift action to protect national security and other national interests, and avoiding undermining operational security and effectiveness. The consultation period ends on 17/01/2008.

In safeguarding national security the Government produces and receives sensitive information. This information must be protected appropriately, as failure to do so may compromise investigations, endanger lives and ultimately lessen its ability to keep the country safe. House of Lords reform draft bill
This is a draft Bill and white paper on proposals to change the House of Lords into a more democratically elected second chamber. A cross-party Committee met seven times from June to December 2010 and considered all reform issues related to the House of Lords. Agreement was reached on a large number of issues but differences in opinion remain on the size of the elected element and the type of electoral system. The Government now wants to take the discussion forward to a debate on the detail. Proposals include an 80 percent elected House of Lords but a wholly elected House of Lords has not been ruled out. The Draft Bill sets out elections using the Single Transferable Vote system but it is recognised that a case can be made for other proportional systems too. Other proposals, name, size, functions, powers and term length are some of several issues discussed.
Draft Defamation Bill
The Joint Committee on the Draft Defamation Bill welcomes many of the reforms proposed in the draft Bill. However, the report proposes many detailed amendments to the defences available against libel claims, mainly designed to strike a fairer balance between the protection of reputation and freedom of speech. For example, greater protection is proposed for scientists and academics writing in peer-reviewed articles. Strathclyde Review
In October 2015, the Prime Minister commissioned Lord Strathclyde to lead a short review. The review examined how to secure the decisive role of the elected House of Commons in relation to its primacy on financial matters and secondary legislation. Lord Strathclyde’s report lists 3 options for providing the House of Commons with a decisive role on statutory instruments and makes recommendations to the government.
