From the back cover: Environment is now at the top of the public agenda. This publication...reports on two workshops held in early 1988 to discuss aspects of environmental issues...The workshop members were drawn from number of professions and came with wide experience. They were much concerned about environmental issues and determined to recommend action on them. Accordingly, they refused to be constrained by workshop titles or fixed agendas, and ranged widely over a number of important questions. These included the basic nature of the environmental issue; the apparent failure, over the past couple of decades, of our decision making processes and institutions in attacking the causes - "why have we not done better?" - and the reasons for that; and what now must be done. They ended with a series of recommendations which set out the results of their best thinking at that time.
In 1987, the two Institutes brought together a number of persons with considerable experience in agricultural policy from 20 countries representing both importers and exporters. They participated in 4 meetings and approved the consensus policy statement published here with the background papers developed for the meetings. These background studies include suggestions for reforming government policies worldwide; a North American and European Community approach to decoupling the policy decisions that affect production from those that are pursued on social or environmental grounds; agriculture in GATT negotiations and developing countries; and exchange rates and their role in agricultural trade issues.

This document contains two papers which address the process of tax reform and its fiscal impacts on families at different levels of income. The first paper, which examines the tax reform process, argues that of the government's three primary objectives in tax reform (efficiency or tax neutrality, equity, and simplicity), concern with efficiency was dominant. The second paper focuses on the concern for tax equity.
