This edited volume explores conscription in the Napoleonic era, tracing the roots of European conscription and exploring the many methods that states used to obtain the manpower they needed to prosecute their wars. The levée-en-masse of the French Revolution has often been cited as a ‘Revolution in Military Affairs’, but was it truly a ‘revolutionary’ break with past European practices of raising armies, or an intensification of the scope and scale of practices already inherent in the European military system? This international collection of scholars demonstrate that European conscription has far deeper roots than has been previously acknowledged, and that its intensification during the Napoleonic era was more an ‘evolutionary’ than ‘revolutionary’ change. This work seeks to offer a new way of viewing the French Wars of 1792–1815. Most studies of this period offer international, political, and military analyses using the French Revolution and Napoleon as the prime mover. But this book focuses on military and civilian responses to French Revolutionary and Napoleonic wars, throughout the rest of Europe and the Americas. It shows how the unprecedented mobilization of this era forged a generation of soldiers and civilians sharing a common experience of suffering, bequeathing the West with a new veteran sensibility. Using a range of sources, especially memoirs, this book reveals the adventure and suffering confronting ordinary soldiers campaigning in Europe and the Americas, and the burdens imposed on civilians enduring rising and falling empires across the West. It also reveals how the wars liberated slaves, serfs, and common people through revolutions and insurgencies.
Democratic Crisis and Global Constitutional Law
Democratic Crisis and Global Constitutional Law explains the current weakness of democratic polities by examining antinomies in constitutional democracy and its theoretical foundations. This book argues that democracy is usually analysed in a theoretical lens that is not adequately sensitive to its historical origins. The author proposes a new sociological framework for understanding democracy and its constitutional preconditions, stressing the linkage between classical patterns of democratic citizenship and military processes and arguing that democratic stability at the national level relies on the formation of robust normative systems at the international level. On this basis, he argues that democracy is frequently exposed to crisis because the normative terms in which it is promoted and justified tend to simplify its nature. These terms create a legitimising space in which anti-democratic movements, typically with a populist emphasis, can take shape and flourish.

In the multiethnic empires migrations were very common, and in the modern era, economic reasons led millions of people to go abroad as overseas emigrants before World War I, as Gastarbeiter in the 1960s and 70s, or as economic migrants since 1990. In addition, many people had to leave their homes as political refugees or as victims of ethnic cleansing. But Balkan countries were and are also hosts to immigrants and refugees, and they have witnessed enormous rural-urban migrations. This volume, the first part of a selection of conference papers, focusses on historical and cultural aspects of migration in, from and to Southeastern Europe.
Contemporary Military Innovation
This book explores contemporary military innovation, with a particular focus on the balance between anticipation and adaption. The volume examines contemporary military thought and the doctrine that evolved around the thesis of a transformation in the character of war. Known as the Information-Technology Revolution in Military Affairs (IT-RMA), this innovation served as an intellectual foundation for the US defence transformation from the 1990s onwards. Since the mid-1990s, professional ideas generated within the American defence milieu have been further disseminated to military communities across the globe, with huge impact on the conduct of warfare. With chapters written by leading scholars in this field, this work sheds light on RMAs in general and the IT-RMA in the US, in particular.
