How do you go about drafting an Act of Parliament? In this classic text, Lord Thing, the great Victorian Parliamentary Counsel, sets out the basic rules of the art and craft of creating legislation. Envelope Addressed to Hebert Gladstone by Henry Thring
This envelope was addressed to Herbert Gladstone by a secretary and signed by Henry Thring. The adhesive flap is embossed with the royal arms. According to the Autograph Collection sleeve notes for this item, the envelope would have been addressed between 1880, when Gladstone was elected to Parliament, and 1886, when Thring was raised to the peerage and stopped signing with his first name.

Thring was the Parliament Counsel. Considered one of Parliament's greatest legislative draftsmen, he had a formidable knowledge of English law and government. He was the author of many books and articles of law and procedure. Many of these, such as his treatises on military law, were important works that went through several editions.
