Dead in the Water

An urgent call for reassessment of policies supporting very large infrastructure projects in developing countries. This case study examines the planning, implementation, and unexpected outcomes--for both the local people and the environment--of one of the largest dams in Southeast Asia, which the World Bank promoted as a new model of sustainable development.

Eternal Harvest

Karen Coates and Jerry Redfern spent more than seven years traveling in Laos, talking to farmers, scrap-metal hunters, people who make and use tools from UXO, people who hunt for death beneath the earth and render it harmless. With their words and photographs, they reveal the beauty of Laos, the strength of Laotians, and the commitment of bomb-disposal teams. People take precedence in this account, which is deeply personal without ever becoming a polemic.

a general equilibrium analysis of demand side management programs under the clean development mechanism of the kyoto protocol3.

This paper analyzes the economic and environmental consequences of a potential demand side management program in Thailand using a general equilibrium model. The program considers replacement of less efficient electrical appliances in the household sector with more efficient counterparts. The study further examines changes in the economic and environmental effects of the program if it is implemented under the clean development mechanism of the Kyoto Protocol, which provides carbon subsidies to the program. The study finds that the demand side management program would increase economic welfare if the ratio of unit cost of electricity savings to price of electricity is 0.4 or lower even in the ...

Making Development Work

Worldwide, the number of poor people increased during the past decade, despite technological improvements, more open trade, and improved policy frameworks in developing countries. Regional conflicts, adverse shifts in terms of trade, and marginalization of poor countries in the new global economy explain this outcome. This highlights the need to reform development assistance and improve its effectiveness. Making Development Work examines the four key principles of the Comprehensive-Development Framework, a World Bank initiative currently being piloted in twelve developing counties. The initiative promotes a holistic long-term vision of development, domestic ownership of development programs,...

This book shows how social impact assessment (SIA), which emerged barely five decades ago, as a way to anticipate and manage potentially negative social impacts of building dams, power stations, urban infrastructure, highways, industries, mining and other development projects, is now widely in use as a planning tool, especially in developed countries. Although SIA has still not gained much acceptance among development planners in Asia, the situation is gradually changing. In India, SIA initially mandated as a policy guideline in 2007 is now a legal requirement. SIA in China has also recently become obligatory for certain types of development projects. Bangladesh, Laos, Nepal, Pakistan and Sr...

Public-Private Partnerships (PPPs) have increasingly emerged as a valuable mechanism for drawing in investment and expertise from the private sector to meet public infrastructure needs. PPPs involving transboundary international waters require particular attention given their huge potential for social and environmental impact. Transboundary Waters, Infrastructure Development and Public Private Partnership examines what PPPs are and how they function in the context of transboundary waters. It explains how environmental and social "safeguards” operate in relation to PPPs and transboundary waters in light of the Nam Theun 2 and the Xayaburi Hydroelectric Power projects in Laos PDR. Finally, it draws important lessons from their contractual arrangements, costs, financing and risk mitigation that are relevant to PPPs in other transboundary waters matters.

This new book provides evidence based guidelines for the immediate clinical management of major trauma. It has been written by clinicians with many years of trauma experience, and endorsed as authoritative by Trauma Care (UK). The UK now has highly effective trauma systems. Clinical developments include the introduction of damage control resuscitation, tranexamic acid, blood product resuscitation, novel hybrid resuscitation and an emphasis on the control of major external haemorrhage as part of a new ABCDE approach. Consequently, more individuals with major trauma are surviving than ever before. Optimal pre-hospital care is essential for improved survival rates and reduced morbidity.
