Multilevel governance divides powers, includes many veto players and requires extensive policy coordination among different jurisdictions. Under these conditions, innovative policies or institutional reforms seem difficult to achieve. However, while multilevel systems establish obstructive barriers to change, they also provide spaces for creative and experimental policies, incentives for learning, and ways to circumvent resistance against change. As the book explains, appropriate patterns of multilevel governance linking diverse policy arenas to a loosely coupled structure are conducive to policy innovation.
In this book, Eva-Maria Maggi argues that the European Union (EU) had an impact on institutional reform processes in North Africa in cases where major domestic actors agreed. She analyzes how political actors in Morocco used EU neighborhood policies to shape economic and environmental policy between 1995 and 2008. Maggi argues that it was not the design of the EU‘s neighborhood policies but rather the will of change of domestic actors in Morocco that determined the pace, direction of reform and the extent to which the EU continues to play a role in them. While Moroccan politics were indeed “europeanized” Maggi highlights the role of domestic actors who so effectively managed to put forth their own policy priorities and essentially “morocconized” the ENP.
While climate change litigation in developed countries of the 'Global North' is a well-studied phenomenon (from its distinctive characteristics and the contribution it is making, to the implementation of international climate laws like the Paris Agreement), relatively few studies focus on climate case law emerging elsewhere. Litigating Climate Change in the Global South sheds light on emerging and accelerating climate litigation in developing countries across the three regions of Africa, Latin America and the Caribbean, and Asia and the Pacific. It is the first monograph-length work to provide a comprehensive assessment of this jurisprudence. This book furthers the ongoing theoretical development of the multiple streams framework, assessing its applicability to European Union (EU) policy-making processes. It systematically defines and identifies functional equivalents for all of the framework’s core concepts at the EU level and extends the framework in order to explain agenda-setting and decision-making. Furthermore, the book derives a set of explicit hypotheses to empirically assess the extent to which the (modified) framework is able to explain timing, agenda prominence, and policy change (or a lack thereof) for the EU natural gas directives passed in 1998, 2003, and 2009. The analysis documents that the framework is well-suited to explain the EU policy process in general and reveals where additional theoretical refinements are required.
It is beyond dispute that both China and the European Union stand to gain from promoting low-carbon development through the dissemination of clean and renewable energy sources, as this inevitably leads to increased environmental protection. The depletion of fossil fuel resources and the accompanying changes in the global energy mix make Europe and China not only competitors in the global economic race, but also nolens volens partners. Their pragmatic partnership is characterized, on the one hand, by the need to take action to reduce the consumption of fossil fuels and, on the other, by the desire to minimize the negative environmental impact of their use. Hence, the existing and emerging cooperation between the two actors, while challenging for a number of reasons, is not only an attempt to set up channels to exchange vital information, but also an exercise in setting the standards under which further cooperation will be forged.
