Balancing Environment and Development

The Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP) is an ambitious effort to balance development and environmental concerns in an area of rapid urban growth. In return for setting up a 500,000-acre conservation reserve, the U.S. Fish and Wildlife Service and the California Department of Fish and Game granted the county and cities in western Riverside County a 75-year "take" permit for endangered species. The take permit allows the cities and county to approve development projects outside the reserve that could negatively affect 146 sensitive plant and animal species. The plan is supposed to speed the frequently time-consuming and litigious process of permitting n...

The Voluntary City

Assembling a rich history and analysis of large-scale, private and voluntary, community-based provision of social services, urban infrastructure, and community governance, this book provides suggestions on how to restore the vitality of city life. Historically, the city was considered a center of commerce, knowledge, and culture, a haven for safety and a place of opportunity. Today, however, cities are widely viewed as centers for crime, homelessness, drug wars, business failure, impoverishment, transit gridlock, illiteracy, pollution, unemployment, and other social ills. In many cities, government increasingly dominates life, consuming vast resources to cater to special-interest groups. This book reveals how the process of providing local public goods through the dynamism of freely competitive, market-based entrepreneurship is unmatched in renewing communities and strengthening the bonds of civil society.

Included are historical aspects, a discussion of watershed events, the rise of modern-day terrorism, examination of current trends, the dilemma of liberal democracies, evaluat...

Geospatial Technologies and Homeland Security

Homeland security and context In the Geographical Dimensions of Terrorism (GDOT) (Cutter et al. 2003), the first book after 9/11 to address homeland security and geography, we developed several thematic research agendas and explored intersections between geographic research and the importance of context, both geographical and political, in relationship to the concepts of terrorism and security. It is good to see that a great deal of new thought and research continues to flow from that initial research agenda, as illustrated by many of the papers of this new book, entitled Geospatial Technologies and Homeland Security: Research Frontiers and Future Challenges. Context is relevant not only to understanding homeland security issues broadly, but also to the conduct of research on geospatial technologies. It is impossible to understand the implications of a homeland security strategy, let alone hope to make predictions, conduct meaningful modeling and research, or assess the value and dangers of geospatial technologies, without consideration of overarching political, social, economic, and geographic contexts within which these questions are posed.
