Unflooding Asia the Green Cities Way

A continuing increase in disasters triggered by floods occurs almost daily even though our technological capabilities have grown rapidly and global economic growth per capita has doubled. This paradoxical situation proves that our earlier ways of thinking are inadequate and that we must shift our way of thinking and working. It has become obvious that most flood-related disasters, although commonly referred to as natural disasters, are not the result of nature-related processes alone. Some of the early efforts in dealing with floods and flood-related disasters were only concerned with the construction of engineering structures (e.g., levees, floodwalls, dams, embankments, storage basins, div...

Growing Beyond the Low-Cost Advantage

The economic success of the People's Republic of China (PRC) over the last three decades has brought with it new challenges. With a per capita gross national income of $4,930 in 2011, the PRC has just passed the threshold of upper-middle-income status and it still has a long way to go before becoming a high-income country. But with rising wages and population aging, growth will have to be increasingly driven by productivity improvement through innovation and industrial upgrading---the PRC needs to move from a lowcost to a high-value economy. Moreover, rapid growth has exposed several structural problems, in particular, economic imbalances, rising inequality, resource constraints, and environmental degradation. If not addressed, these problems could hinder PRC's efforts in moving toward a high-value economy and increase the risk of getting caught in what is increasingly known as the "middle-income trap."

Mainstreaming Water Resilience in Asia and the Pacific

  • Categories: Law

Asia and the Pacific is the most disaster-prone region in the world and water is the primary medium through which the impacts of climate change are felt. Resilient water management is central to achieving climate adaptation, managing and better preparing for natural and public health threats, and addressing water scarcity issues. This guidance note provides specific actions and tools for scaling up and mainstreaming water resilience in the region through operations of the Asian Development Bank. The guidance note is based on six pillars: (i) demand for resilient water investments; (ii) a community approach; (iii) strengthened staff capacity; (iv) knowledge, innovation, and partnerships; (v) finance for water resilience; and (vi) digitalization.
