Este livro procura realizar uma abordagem global e acessível à complexa realidade das Parcerias Público-Privadas (PPP). A polémica que envolve este tema torna necessário esclarecer o que são as PPP, qual o seu modelo, as suas especificidades, as vantagens e desvantagens, os métodos de aplicação. As PPP consistem numa alternativa à contratação tradicional por parte do Estado de infra-estruturas e serviços, transferindo diversas dimensões da acção pública para a responsabilidade dos privados. Procura-se trazer para um projecto público as competências e eficiência do sector privado, partilhar riscos e construir infra-estruturas que de outra forma não veriam a luz do dia, dadas as restrições orçamentais. Em Portugal as PPP geraram um grave problema orçamental e suscitaram dúvidas legítimas sobre a eficaz utilização dos recursos públicos. Este ensaio pretende dar um contributo para esclarecer estas questões, visando alcançar uma cidadania mais informada sobre Portugal, no seu presente e no seu futuro.
