This book provides the first comprehensive information and detailed data on the welfare systems of all twenty-seven EU member states and offers the reader an invaluable introduction and basis for comparative welfare research. The introductory chapter summarizes the actual debate about welfare states and welfare (state) regimes, gives an overview on current welfare (state) research and analyses the main recent developments necessitating a new focus on European Welfare Systems. The twenty-seven chapters on the welfare systems of the member states are written on the basis of a common structure by experts from the individual states. An additional chapter analyses the current social and welfare policies of the EU and focuses on the interplay and limits between European and national social policies. The thesis analyses the EU-level policy process on "Social Services of General Interest" over more than a decade. The author identifies the factors that can explain the development and state of play of the EU-level legal, policy and quality frameworks at the end of 2016. He elaborates on relevant theories, concepts and political discourses and looks into the role and initiatives of the EU Member States and the European Commission as the key policymakers. The thesis analyses the reasons and implications for the organisation, provision and financing of social services that stem from the overarching or recalibration of national policy arenas and scopes by the internal market and the EU policy context.

Das ursprünglich für die vergleichende Demokratieforschung entwickelte Vetospieler-Theorem von George Tsebelis hat auch in die Policy-Forschung Eingang gefunden. Die in diesem Band versammelten Beiträge wenden die Überlegungen Tsebelis’ in Analysen politischer Entscheidungsprozesse in verschiedenen Politikfeldern an und diskutieren theoretische Aspekte des Konzepts. Dabei fragen die Autorinnen und Autoren stets danach, ob und wie das ursprüngliche Konzept Tsebelis' für die Politikfeldanalyse genutzt werden kann, ohne dass durch Ergänzungen und Modifikationen sein Kern verloren geht.

Die Europäische Union nimmt sowohl durch sozialpolitische Vorgaben wie z.B. den Regelungen zur Gleichbehandlung der Geschlechter oder Richtlinien zum Arbeitsschutz, als auch über wettbewerbsrechtliche Vorgaben Einfluss auf die nationale Sozialpolitik. Hervorzuheben ist dabei unter anderem das europäische Beihilferecht, welches jegliche staatliche Finanzierungsformen verbietet, also auch die Befreiung von Steuern wie im Fall des Status der Gemeinnützigkeit. Die zunehmende Relevanz europäischer Entscheidungen auf die soziale Daseinsvorsorge wirft die Frage auf, in(wie)fern nationale Interessenorganisationen bzw. die für Europa zuständigen Einheiten mit einer proaktiven EU-Strategie auftreten und welchen (Strategie-)Problemen sie sich dabei gegenübergestellt sehen. In dieser induktiv angelegten, qualitativen Vergleichsstudie der Diakonie Deutschland und des Paritätischen Gesamtverbands, welche zwei der größten Wohlfahrtsverbände in Deutschland sind, wird dieser Frage auf den Grund gegangen.
