This comprehensive and in-depth look at southern politics in the United States challenges conventional notions about the rise of the Republican Party in the South. David Lublin argues that the evolution of southern politics must be seen as part of a process of democratization of the region's politics. The Voting Rights Act of 1965 provided a sharp jolt forward in this process by greatly expanding the southern electorate. Nevertheless, Democrats prevented Republicans from capitalizing rapidly on these changes. The overwhelming dominance of the region's politics by Democrats and their frequent adoption of conservative positions made it difficult for the GOP to attract either candidates or voters in many contests. However, electoral rules and issues gradually propelled the Democrats to the Left and more conservative white voters and politicians into the arms of the Republican Party. Surprisingly, despite the racial turmoil of the civil rights era, economic rather than racial issues first separated Democrats from Republicans. Only later did racial and social issues begin to rival economic questions as a source of partisan division and opportunity for Republican politicians.

American presidents often engage in intensive campaigns to obtain public support for their policy initiatives. This core strategy for governing is based on the premise that if presidents are skilled enough to exploit the “bully pulpit,” they can successfully persuade or even mobilize public opinion on behalf of their legislative goals. In this book, George Edwards analyzes the results of hundreds of public opinion polls from recent presidencies to assess the success of these efforts. Surprisingly, he finds that presidents typically are not able to change public opinion; even great communicators usually fail to obtain the public’s support for their high-priority initiatives. Focusing on presidents’ personae, their messages, and the American public, he explains why presidents are often unable to move public opinion and suggests that their efforts to do so may be counterproductive. Edwards argues that shoring up previously existing support is the principal benefit of going public and that “staying private”—negotiating quietly with elites—may often be more conducive to a president’s legislative success.

All four post-Cold War presidents have attempted to negotiate and ratify at least one major arms control agreement. However, their experiences with arms control treaty ratification have differed greatly from those of their Cold War predecessors. The main theme of this book is that domestic politics have significantly impacted attempts to ratify arms control treaties in the polarized post-Cold War political environment. Each president and each treaty faced varying amounts of support and opposition from the numerous institutions and agents within American foreign policy-making. This book uses an eight-point analytical framework to examine five post-Cold War arms control treaty ratification debates in order to try and determine what political conditions or variables account for their success or failure.
