In editing this book, one of our primary concerns was to assist students in developing a structural analysis of the serious social problems they repeatedly hear about on television, in political campaigns, and in newspapers, and more importantly, that some may experience in their everyday lives. We wanted to help them see the personal as political, so that they could critically evaluate the structural causes of these problems and, in turn, begin to conceive of structural or collective actions to solve them. Consequently, readers will find in the chapter introductions in this book and in the readings themselves a strong critical or conflict orientation, with an emphasis on he roles of particular social institutions and normative policies and procedures in the generation and perpetuation of social problems. In addition, a major theme of the text is the global reach of social problems.

El origen histórico de la policía local en Torrevieja

El libro reconstruye el hilo de la memoria de los primeros guardas municipales de Torrevieja, que fueron José Gimeno, desde el 1 de enero de 1849, y Manuel Amillano, desde el 1 de enero de 1850. También se ocupa de los primeros serenos, Pedro Galindo y Francisco Carreño, que iniciaron el servicio el 1 de enero de 1857. Con ellos y quienes les siguieron, el Ayuntamiento creó progresivamente el cuerpo de agentes municipales de Torrevieja, con sus haberes contemplados en el capítulo de Gastos de Policía de Seguridad desde 1849. El relato se cierra en la década de 1920, cuando el cuerpo estaba integrado ya por un inspector jefe, un cabo, cuatro agentes de la Guardia Municipal y cuatro agentes de la nocturna (los serenos).
