Henry of Ghent
The book elucidates Henry of Ghent''s philosophical and theological system with special reference to his trinitarian writings. It demonstrates the fundamental role of the Trinity in Henry''s philosophy and theology. It also shows how Henry (d. 1293), the most influential theologian of his day at Paris, developed the Augustinian tradition in seminal ways in response to the Aristotelian tradition, especially Thomas Aquinas (d. 1274).
Qatar
This Selected Issues paper assesses efficiency of Qatar public investment. It discusses the trends in public capital spending and the rationale for improving public investment efficiency. The paper outlines three alternative methods for analyzing efficiency, and presents the main results. The results suggest that the efficiency of Qatar public investment spending is broadly comparable to GCC peers, but could be improved further. It is also concluded that strengthening fiscal institutions, particularly with an integrated public investment management process and a medium-term fiscal policy framework, is the key for improving public investment efficiency in Qatar.

Peru
This Peru Country Program Evaluation for the World Bank Group, 2003-2009 is part of IEG s country program evaluation series. To date, IEG s in-depth country evaluations have comprised IEG-WB Country Assistance Evaluations (CAEs) and IEG-IFC Country Impact Reviews (CIRs). Both the CAEs and CIRs have involved comprehensive evaluations of the respective institutions activities in a country. In a pilot approach, this evaluation was prepared by a single IEG team that looked at development interventions across the three WBG institutions. The evaluation draws on WBG documents, external literature, and on interviews with government officials, representatives of the private sector and civil society, nongovernmental organizations, bilateral and multilateral development partners, and Bank, IFC, and MIGA staff in Washington and in Peru. An IEG mission visited Peru in September 2009. IEG also cooperated with the Evaluation Office of the Global Environment Facility that was conducting a parallel evaluation in Peru.
United Arab Emirates
This Selected Issues paper discusses performance and risks posed by government-related entities (GREs) in the United Arab Emirates (UAE). GREs continue to be a major source of growth and development for the UAE, but they also pose significant fiscal and financial risks. GREs’ debt remains high in the UAE, although it is declining and remains actively managed. To mitigate GREs’ risks, the authorities should build on recent progress and develop an integrated approach, including implementing prudent fiscal policies, enhancing macro- and microprudential frameworks, controlling GREs’ borrowing and integrating them into the public debt management framework, and further strengthening corporate governance and transparency.
A Companion to Henry of Ghent
Henry of Ghent, who taught in the theology faculty in Paris from c. 1275 until his death in 1293, was an original, pivotal, and influential thinker. Henry’s theories on a wide range of theological and philosophical topics led to a transformation of scholastic thought in the years shortly after the death of Thomas Aquinas. The Companion to Henry of Ghent is an introduction to his thought. It first addresses the historical context of Henry: his writings, his participation in the events of 1277, and Muslim philosophical influences. The volume continues with an examination of his theology, metaphysics, epistemology, and ethics. It concludes with an examination of two authors whom he influenced: John Duns Scotus and Pico della Mirandola.
