The contribution of this dissertation is to investigate financial stability issues from three different perspectives, illustrating that financial instability shows different characteristics over time, among financial institutions, and across financial activities. Chapter 1 reviews the normative and positive monetary policy literature on Taylor rules which have been augmented with exchange rates, asset prices, credit or leverage, and spreads. In addition, the chapter compares the development of these indicators for the core and the periphery of the Eurozone from 1999 (with the introduction of the euro) until 2013. Chapter 2 goes on to investigate the funding advantage that is provided to German Landesbanken by the joint liability scheme of the German Savings Banks Finance Group. Chapter 3 investigates peer-to-peer (P2P) lending and shows that the changing role of soft information, online platform default risk, liquidity risk and underdeveloped online secondary markets, and the institutionalization of P2P markets implies larger risks than traditional banking. Moreover, P2P lending can be considered part of the shadow banking sector.

This technical note discusses significance of macroprudential policies for Denmark. Macroprudential policy seeks to contain the buildup of macrofinancial imbalances associated with credit booms and asset price bubbles, a function which is particularly important in Denmark, where the space for monetary policy action is limited. This note provides an analysis of existing frameworks used in Denmark for identifying systemic risk of both structural and cyclical nature. The note also suggests additional tools that the authorities could use to further enhance their capacity to evaluate systemic risks.
Despite its importance, the issue of financial sector regulatory and supervisory independence (RSI) has received only marginal attention in literature and practice. However, experience has demonstrated that improper supervisory arrangements have contributed significantly to the deepening of several recent systemic banking crises. In this paper we argue that RSI is important for financial stability for the same reasons that central bank independence is important for monetary stability. The paper lays out four key dimensions of RSI-regulatory, supervisory, institutional and budgetary-and discusses ways to achieve them. We also discuss institutional arrangements needed to make independence work in practice. The key issue in this respect is that agency independence and accountability need to go hand in hand. The paper discusses a number of accountability arrangements.
