Valtonen familiarizes the reader with the variation in national policies, institutional arrangements and service responses, and provides salient information to help with visioning in the profession, defining appropriate and concerted responses, and building robust standing in the field as well as promoting the linking of disciplinary and multidisciplinary research with practice.
Uprooted and Unwanted
The tragedy of war does not end when the soldiers put down their guns. Among the after-effects, the dislocation and relocation of civilians often loom large. The aftermath of the Bosnian conflicts has left many refugees needing to establish new lives, often in radically different cultures. In Uprooted and Unwanted, Barbara Franz offers a cogent look at how these refugees have fared in two representative cities—Vienna and New York City. Between 1991 and 2001, some 30,000 Bosnian refugees settled in Austria, and 120,000 found their way to the United States. Franz focuses on the strategies, skills, and informal networks used by Bosnian refugees, particularly women, to adapt to official policies and administrative practices in their host societies. Her analysis concludes that historically inaccurate ideas on how to deal with displaced persons have led to policies in both Europe and North America that have adversely affected those whose lives have been devastated by war.
Professional Discretion in Welfare Services
Discretion has re-emerged as an issue of central importance for welfare professionals over the last two decades in the face of an intensification of management culture across the public sector. This book presents an innovative framework for the analysis of discretion, offering three accounts of the managerial role - the domination model, the street level model and the author's alternative discursive perspective. These different regimes of discretion are examined through a case study within a social services department, comparing and contrasting social work discretion in an Older Persons Team and a Mental Health Team. This innovative, theoretical and empirical analysis will be of great interest to postgraduate students and researchers in social work and related disciplines including social policy, public administration and organizational studies, as well as professionals in social work, health and education.
Post Traumatic Survival
Some refugees who survive wars recover and thrive; others do not. This study sets out to discover what successful survivors of the Khmer Rouge regime found instrumental for both their survival and their mental health. The aim is to contribute to the understanding of resilience, here understood as the ability to recover from misfortune or change, in order to contribute to the psychosocial rehabilitation of survivors of war crimes and other traumatic events – to discover how war-refugees may be best assisted in processes of recovery and normalisation. The resilience found here was based largely on informants’ cultural and religious resources. Psychosocial guidelines for accessing clients’ backgrounds are available, but health and social workers often fail to access the cultural explanatory models used by survivors in building personal and group resilience. Proposals from the project are incorporated in a cultural resilience interview scheme for the use of health and social workers wishing to conduct resilience work with war survivors.
