Çevre hakkı gelişimini hızla tamamlayan bir insan hakkıdır. Çevre sorunlarının sınır aşan niteliği gereğiyle de sadece ulusal hukukun değil uluslararası hukukun da konusunu oluşturmaktadır. İran ise sınır komşumuz ve Türklerin yaşadığı bir coğrafya olarak her anlamda araştırılması gereken bir devlet olmuştur. Çalışmamızda İran’daki Türklerin yaşam alanından birisi olan Güney Azerbaycan Bölgesi’nde bulunan Urmiye Gölü ele alınmıştır. Göl son 50 yıldır kuruma tehlikesi ile karşı karşıyadır. Durumun ciddiyetini bildiren, kuruma sebeplerini ve çözümlerini ortaya koyan birçok çalışma bulunmaktadır. Çalışmamızda ise öncelikle çevre hakkı ayrıntısıyla incelenmiş sonrasında da Urmiye Gülü’nün yaşadığı çevre felaketi hukuki anlamda değerlendirilmiş ve İran’ın bölgedeki uygulamalarının çevre hakkının ihlalini oluşturup oluşturmadığı tespit edilmeye çalışılmıştır.
