Congress enacted the First-Time Homebuyer Credit (FTHBC) to assist the struggling real estate market and encourage taxpayers to purchase their first homes. Congress enacted different versions of the FTHBC -- as part of the Housing and Econ. Recovery Act of 2008; the Amer. Recovery and Reinvest. Act of 2009; and the Worker, Homeownership, and Bus. Assistance Act of 2009. The three FTHBC provisions combined may result in total revenue losses to the fed. gov¿t. of about $22 billion through 2019. This report identifies: (1) the number of FTHBC claims and dollar amounts claimed for each credit version by state; and (2) state rankings, using selected statistics, such as the total dollar amount of FTHBC claimed in each state. The FAA estimates that the number of flights in the U.S. will increase 20% by 2024. It also has identified numerous airports that will need to expand to handle more flights. However, increasing airport capacity and operations poses potentially significant impacts on the environment and quality of life for surrounding communities. This report addresses: (1) airports' actions to reduce their environmental impacts; (2) the extent airports believe environmental issues delay development or operational changes; and (3) the strategies airports can adopt to address environmental issues. The exercise of public power by the military in civilian Western democracies such as Australia and the United States demonstrates a tendency toward diminished responsibility for moral behavior. Pauline Collins argues that a different system of military criminal investigation and discipline outside the civilian justice system enables the military to operate like a coterie and can lead to a failure in the requisite moral standard of behavior required of military personnel and maintaining civilian institutional control. Collins argues that the justifications for separate treatment weakens both the military reputation and the practice of civilian control of the military as well as leading to an overall decline in morality and values in a democratic society.
