The Prologue

This is not another alternative energy study. Rather, The Prologue identifies and charts the security-related trajectory of a relatively new global phenomenon: the ascent of alternative energy as a 21st century megatrend. Why and how have contemporary alternative energy developments evolved into a 21st century global socio-political and techno-economic megatrend? What are the security implications of this megatrend? And what does the megatrend’s evolution reveal about upcoming geopolitical, energy, defense, environmental, and economic security challenges? This book endeavors to answer these questions by establishing the conceptual framework of a universally securitized world in which mutua...

The Commander-in-Chief Test

In The Commander-in-Chief Test, Jeffrey A. Friedman offers a fresh explanation for why Americans are often frustrated by the cost and scope of US foreign policy—and how we can fix that for the future. Americans frequently criticize US foreign policy for being overly costly and excessively militaristic. With its rising defense budgets and open-ended "forever wars," US foreign policy often appears disconnected from public opinion, reflecting the views of elites and special interests rather than the attitudes of ordinary citizens. The Commander-in-Chief Test argues that this conventional wisdom underestimates the role public opinion plays in shaping foreign policy. Voters may prefer to elect ...

Among scholars who focus on the politics of natural resources, conventional wisdom asserts that resource-scarce states have the strongest interest in securing control over resources. Counterintuitively, however, in Perils of Plenty, Jonathan N. Markowitz finds that the opposite is true. In actuality, what states make influences what they want to take. Specifically, Markowitz argues that the more economically dependent states are on resource extraction rents for income, the stronger their preferences will be to secure control over resources. He tests the theory with a set of case studies that analyze how states reacted to the 2007 exogenous climate shock that exposed energy resources in the Arctic. Given the dangerous potential for conflict escalation in the Middle East and the South China Sea and the continued shrinkage of the polar ice cap, this book speaks to a genuinely important development in world politics that will have implications for understanding the political effects of climate change for many years to come.

Training for Victory

One of the most difficult security challenges of the post–Cold War era has been stabilizing failing states in an era of irregular warfare. A consistent component of the strategy to address this problem has been security force assistance where outside powers train and advise the host nation’s military. Despite billions of dollars spent, the commitment of thousands of advisors, and innumerable casualties, the American efforts in Afghanistan and Iraq failed catastrophically. Nevertheless, among those colossal military disasters were pockets of success. The Iraqi Special Operations Forces (ISOF) held back the Islamic State in 2014 long enough to allow American and allied forces to flow back ...

The Sword's Other Edge

Military effectiveness can only be fully understood by accounting for its political and military tradeoffs. This book explains those tradeoffs.
