The Governing-Evaluation-Knowledge Nexus
This Open Access book analyses the interplay between governing, evaluation and knowledge with an empirical focus on Swedish higher education. It investigates the origins, logics, and mechanisms of evaluation and quality assurance reforms and their dynamic interactions with institutional, national and European policy contexts. The chapters report findings from extensive empirical studies that offer detailed insight into the work of governing in higher education, by giving voice to actors at various levels and positions including the ministry, national agency and University employees. Central themes include the influence of European policy, changing system designs, media relations and quality assurance enactments in University institutions. The book also explores the ways in which an emerging professional cadre, labelled qualocrats, enacts and mediates evaluation and quality assurance policy and practice. Taken together, the expanding evaluation machinery in Swedish higher education highlights the pivotal role of knowledge as a governing resource, and points to special features of evaluation as a particular form of practice that makes knowledge work for governing.
School Inspectors
This book examines the role of the inspector within the context of a number of OECD member states and explores the ways in which the inspectors themselves interpret, implement and influence inspection practices and policy. This book analyses the considerable variation in the shares of private provision for core services in education, health and social services, in the Scandinavian countries. The chapters compare countries, service areas, and the for-profit, non-profit and public sectors. Each focuses on different levels of change: the mix of welfare providers, national laws and regulations, governance in municipalities, nursing homes and schools, and finally, the consequences experienced by the users of the services. The authors ask which combinations of governance structures, service sector providers, and user choice give the best results for active citizenship. Transforming Public Finance Through GovTech
Digital divide across countries and within countries continues to persist and even increased when the quality of internet connection is considered. The note shows that many governments have not been able to harness the full potential of digitalization. Governments could play important role to facilitate digital adoption by intervening both on supply (investing in infrastructure) and demand side (increase internet affordability). The note also documents significant dividends from digital adoption for revenue collection and spending efficiency, and for outcomes in education, health and social safety nets. The note also emphasizes that digitalization is not a substitute for good governance and that comprehensive reform plans embedded in National Digital Strategies (NDS) combined with legal and institutional reforms are needed to ensure that governments can reap full benefits from digitalization and manage the risks appropriately.

Tracking Discourses
Discourse Theory (DT) and Critical Discourse Analysis (CDA) are theoretical traditions that have gained intense research interest in recent decades. Both are concerned with critical studies of politics, identity, and social change with a focus on issues of power and language, yet the dialogue between DT and CDA scholars has been negligible until only recently. In this book twelve researchers explore the opportunities presented by an increased exchange of ideas between the two traditions. The authors examine what closer collaboration could offer, both theoretically and empirically, in an interdisciplinary context. The Scandinavian reception, development, and use of DT and CDA are presented for the first time in a concise way. The studies in Tracking Discourses are of pivotal interest to the practical application of theoretical concepts and the empirical analysis of specific discourses based on one or both of the analytical perspectives.
