Social Inclusion and Economic Development in Latin America
Poverty and inequality in Latin America are easily recognizable in the faces of women, Afro-descendents, the indigenous, people with disabilities, victims of HIV/AIDS, and other groups outside the societal mainstream. Social Inclusion and Economic Development in Latin America reviews the common features of these excluded populations, including their invisibility in official statistics and the stigma, discrimination, and disadvantages they have long endured. But it also examines the region's inclusionary policies and programs that can improve access by these groups to the quality social services and economic and political resources these groups need to level the playing field. Case studies examine ethnic and racial political organization, gender quotas, and labor markets across the region, and social exclusion in Brazil, Honduras, Guatemala, Mexico, and Peru. Comparative studies summarize social inclusion policies of both the European Union and selected countries on the Continent.
Social Assistance and Conditional Cash Transfers
The regional workshop, held on 23-24 July 2009 at the Asian Development Bank (ADB), brought together people from ADB, its developing member countries, partner development agencies, research institutes, and civil society organizations to share their views and experience on social protection and its modalities, especially the conditional cash transfers (CCTs). Harnessing Satellite Data to Improve Social Assistance Targeting in the Eastern Caribbean
Prioritizing populations most in need of social assistance is an important policy decision. In the Eastern Caribbean, social assistance targeting is constrained by limited data and the need for rapid support in times of large economic and natural disaster shocks. We leverage recent advances in machine learning and satellite imagery processing to propose an implementable strategy in the face of these constraints. We show that local well-being can be predicted with high accuracy in the Eastern Caribbean region using satellite data and that such predictions can be used to improve targeting by reducing aggregation bias, better allocating resources across areas, and proxying for information difficult to verify.
