The authors trace the evolution of Costa Rican culture and institutions from pre-Columbian times through the late 1990s. Particularly concerned with the change wrought by the economic crisis of the 1980s, they base their portrayal on interviews with Costa Ricans; observations of many facets--from coffee plantation work to the deliberations of the Legislature; and readings of journalists, essayists, poets, historians, and others. Stuffing the Ballot Box is a pioneering study of electoral fraud and reform. It focuses on Costa Rica, a country where parties gradually transformed a fraud-ridden political system into one renowned for its stability and fair elections by the mid-twentieth century. Lehoucq and Molina draw upon a unique database of more than 1,300 accusations of ballot-rigging to show that parties denounced fraud where electoral laws made the struggle for power more competitive. They explain how institutional arrangements generated opportunities for executives to assemble legislative coalitions to enact far-reaching reforms. This book also argues that nonpartisan commissions should run elections and explains why splitting responsibility over election affairs between the executive and the legislature is a recipe for partisan rancour and political conflict. Stuffing the Ballot Box will interest a broad array of political and social scientists, constitutional scholars, historians, election specialists and policy-makers interested in electoral fraud and institutional reform.
Beginning with volume 41 (1979), the University of Texas Press became the publisher of the Handbook of Latin American Studies, the most comprehensive annual bibliography in the field. Compiled by the Hispanic Division of the Library of Congress and annotated by a corps of more than 130 specialists in various disciplines, the Handbook alternates from year to year between social sciences and humanities. The Handbook annotates works on Mexico, Central America, the Caribbean and the Guianas, Spanish South America, and Brazil, as well as materials covering Latin America as a whole. Most of the subsections are preceded by introductory essays that serve as biannual evaluations of the literature and...

This book is a collective work published as part of a larger project titled "Mexico-Guatemala cross-border region; regional dimensions and bases for integrated development," the purpose of which is to introduce a series of issues relative to the geopolitical dimension of Mexico’s actions in Central America and its stance on conflicts in the region between 1959 and 2019. The most widely published texts up until now have been written by Mexican authors, and we have less insight into how these processes have been viewed from Central America. With that in mind, we brought together a group of specialists, each highly renowned in their own country, some of them academics and others whose account...
