Integrity and Internal Control in Information Systems
Dear readers, Although it is well-known that confidentiality, integrity and availability are high level objectives of information security, much of the attention in the security arena has been devoted to the confidentiality and availability aspects of security. IFIP TC-ll Working Group 11. 5 has been charged with exploring the area of the integrity objective within information security and the relationship between integrity in information systems and the overall internal control systems that are established in organizations to support the corporate governance codes. In this collection you will not only find the papers that have been presented during the first working conference dedicated to the subject (section A) but also some of the papers that have formed the basis for the current activities of this working group (section B). Finally some information about IFIP TC-ll and its working groups is included (section C). Insider Dealing and Criminal Law
This work is a multidisciplinary analysis of the issue of insider dealing from the perspective of the applicability of criminal law to regulate it. First, it examines the nature of its prohibition in the European Union and in the United States of America. The text includes a more extensive overview of prohibition in four Member States of the European Union (France, the United Kingdom, Luxembourg and Poland). Then, it summarises the arguments presented by ethicists and economists in favour of and against insider dealing. Further, it analyses the foundations of criminal law and justifications that are given for its application. On the basis of this analysis, it presents a new two-step theory of criminalisation. The first step is based on a liberal theory of wrongfulness that makes reference to protection of the basic human rights. The second step relies on classical but often forgotten principles of criminal law. Finally, it examines possible alternatives to criminal rules.

Ziel ist es, das deutsche Umweltstrafrecht in den vergleichenden Zusammenhang mit europäischen Entwicklungen und Vorgaben zu stellen, seine Umsetzungslücken aufzuzeigen und zusätzliche Vorschläge zu einer an der Staatszielbestimmung ausgerichteten Optimierung der Umweltstrafrechtsordnungen zu entwickeln.

In order to combat tax fraud, the German government on a federal and state level cooperates with informers, mostly former bank employees, to buy facts about German taxpayers with bank accounts in foreign countries. This study explains why the informer commits an offence by getting and selling these secret facts. Based on these results the study shows that the German office-bearers involved in the "deal" made themselves liable to prosecution according to German law by buying the facts and using them for tax purposes. There is no justification for these crimes. The study comes to the conclusion that the German government itself violates criminal laws while fighting tax evasion.
