Several recent studies, including a study authorized under the 2002 National Defense Authorization Act, have indicated the need for the Department of Defense (DoD) to update the practice, policy, and law applied to Joint Officer Management (JOM) and Joint Professional Military Education. Culture in Conflict
In response to the irregular warfare challenges facing the U.S. in Iraq and Afghanistan in 2005, General James Mattis—then commander of Marine Corps Combat Development Command—established a new Marine Corps cultural initiative. The goal was simple: teach Marines to interact successfully with the local population in areas of conflict. The implications, however, were anything but simple: transform an elite military culture founded on the principles of "locate, close with, and destroy the enemy" into a "culturally savvy" Marine Corps. Culture in Conflict: Irregular Warfare, Culture Policy, and the Marine Corps examines the conflicted trajectory of the Marine Corps' efforts to institute a radical culture policy into a military organization that is structured and trained to fight conventional wars. More importantly, however, it is a compelling book about America's shifting military identity in a new world of unconventional warfare.

Framing a Strategic Approach for Reserve Component Joint Officer Management
This research frames a strategic approach to reserve joint officer management that addresses the requirements for, and the supply of, joint officers in the reserve component, and also accounts for the unique constraints and challenges involved in joint officer management for reserve active-status list officers. Because the work required of many reservists is becoming increasingly joint, the need for a systematic examination of how reserve active-status list officers are trained and developed in joint matters is becoming more and more urgent-especially given the dramatic increase in the use of the reserve forces. A strategic approach to joint officer management for reserve active-status list officers must assess the need for officers with prior joint knowledge, experience, and acculturation in certain positions as well as their availability. The authors estimate the supply of joint reserve officers and make several recommendations to help implement a strategic approach to reserve component joint officer management.
Challenging Time in DOPMA
"Many of the laws and policies that govern officer career management (often collectively referred to as "DOPMA," after the Defense Officer Personnel Management Act of 1980) have been in place for decades. DOPMA has served the needs of the services reasonably well, but the current system may not meet the requirements of the future operating environment. One criticism of DOPMA is that it does not allow for much variety in officers' career paths because it is time-driven. Alternatively, officers' competencies are now emerging as the basis for career management. In this monograph, the authors demonstrate how a competency-based officer personnel management system could provide more flexibility in preparing military officers for the wide range of roles and missions of the U.S. military in the 21st century. This new textbook seeks to explain how US defense and national security policy is formulated and conducted. The focus is on the role of the President, Congress, political partisans, defense industries, lobbies, science, the media, and interest groups, including the military itself, in shaping policies. It examines the following key themes: US grand strategy; who joins America's military; how and why weapons are bought; the management of defense; public attitudes toward the military and casualties; the roles of the President and the Congress in controlling the military; the effects of 9/11 on security policy, homeland security, government reorganizations, and intra- and inter-service relations. The book shows how political and organizational interests determine US defense policy, and warns against the introduction of centralising reforms. In emphasizing the process of defense policy-making, rather than just the outcomes of that process, this book signals a departure from the style of many existing textbooks.

Moral Warriors, Moral Wounds
The experience of Wollom Jensen's distinguished career in military service and James Childs's long and productive career in the fields of theology and ethics combine to bring Christian ethics into dialogue with the harsh realities of military service in today's world of war. The authors seek to correlate the ethics of neighbor love with the vocation of the chaplaincy, the framework of just war theory, the published values of the military services, and sample issues such as the challenge of pluralism for the chaplaincy, drone warfare, interrogation practices, and truth-telling. Special emphasis is placed on the reality of moral injury and the moral obligation of society and the churches to respond to the needs of these wounded warriors. The book espouses the view that the Christian ethic, more than a set of principles, is a true ministry to those who struggle to be faithful and fear that they have not been.
