The problem, J&änicke argues, begins in the political sphere where politicians, who are elected to make decisions, become merely the legitimators of their government departments. The roots of the problem lie deeply embedded in the industrial structure, a structure that has passed its innovative phase and relies increasingly on public resources. Examining the failure of states in both Eastern and Western Europe, J&änicke concludes that we face a future of either stagnation or stark deindustrialization unless political means are found to solve the problems&—from environmental destruction to unemployment&— that now face us all.

This book examines the development of a European environmental conscience through successive steps of European integration in energy policy. In the 1960s-70s, the world was slowly beginning to realise that environment degradation was not sustainable. With phenomena such as acid rain, it became clear that pollution did not stop at national boundaries and the European environmental conscience developed in parallel to such growing environmental concerns. The oil crisis in 1973 was a turning point in the integration process for both energy policy and environment policy, and while further integration towards the European energy policy failed; the environmental policies took shape in measures such as energy saving. The Commission incorporated both energy and environmental policies into the EU policy canon and built an institutional framework, responding to the insufficiency of national policy answers and the developing environmental conscience of the European people. This book will be of interest to students and scholars of European Integration, European Union politics and history and environmental politics and policy.
The ultimate goal of environmental policy is reducing pollution. Attention to environmental problems in the social sciences has brought some bold generalizations about causes of good results, but almost no systematic cross-national studies that flesh out major theoretical arguments and test those claims with data. This study makes a seminal contribution to that effort in two ways. First, by taking environmental outcomes over the last thirty years as the central dependent variable, it provides a basis for evaluating national performance in reducing environmental problems. Second, by developing a data set including performance in a number of countries and elaborating on major explanations of environmental performance found in the literature, this study provides the most rigorous available analysis of the determinants of environmental performance. In so doing, it challenges what is probably the conventional wisdom in the social sciences.
